A bank is an authorized financial institution. To carry on regulated activities it registers with the SFC under SFO s.119 and becomes a registered institution, but the HKMA is its front-line supervisor, and the bank's staff who carry on regulated activities are entered in the register the HKMA keeps under Banking Ordinance s.20 rather than being licensed by the SFC. That rules out the option saying the SFC licenses each staff member. The MPFA regulates MPF and occupational retirement schemes, not retail unit trusts.
